Our Accessibility Commitment

Best Star Inn is dedicated to ensuring that all individuals, regardless of ability, can enjoy a comfortable and dignified stay at our property. We comply fully with the Americans with Disabilities Act (ADA) of 1990 (42 U.S.C. § 12101 et seq.), the California Unruh Civil Rights Act (California Civil Code § 51 et seq.), the California Building Standards Code (CBC / Title 24), and all applicable Los Angeles County accessibility ordinances.

We believe that equal access is not just a legal requirement — it is a fundamental right. This page details our physical and digital accessibility features, our policies regarding service animals and reasonable modifications, and the specific California and LA County regulations we follow.

ADA Compliance (Federal Law)

What the ADA Requires

As a place of public accommodation, Best Star Inn adheres to Title III of the ADA (28 C.F.R. Part 36). This means we ensure that individuals with disabilities are not excluded from, denied services by, segregated, or treated differently than other guests. Our property meets ADA Standards for Accessible Design where applicable, including accessible parking, routes, and guest room features.

ADA Reservations Requirement (28 C.F.R. § 36.302(e))

Federal law requires that we identify and describe accessible features in our guest rooms and common areas, and that we hold accessible rooms for guests with disabilities. We:

  • Maintain real-time availability of accessible guest rooms in our reservation system
  • Guarantee that accessible rooms are not reserved exclusively for non-disabled guests
  • Provide specific, detailed information about room accessibility features upon request
  • Allow guests with disabilities to reserve accessible rooms for the same rates and deposit terms as standard rooms

California Accessibility Laws

Unruh Civil Rights Act (California Civil Code § 51–53)

California's Unruh Act provides protections that in some respects exceed the ADA. It prohibits business establishments from discriminating on the basis of disability (among other protected characteristics). Unlike the ADA, which requires a showing of intentional discrimination for monetary damages, the Unruh Act allows for statutory damages of up to $4,000 per violation plus attorney's fees. We take our obligations under the Unruh Act seriously and proactively maintain accessibility compliance to prevent any barrier to equal access.

California Building Standards Code (Title 24 / CBC)

The California Building Standards Code (Title 24 of the California Code of Regulations) imposes accessibility requirements that often go beyond federal ADA Standards. Our property has been evaluated for compliance with CBC Chapter 11B, which covers accessibility to public buildings, commercial facilities, and public accommodations. Key areas of compliance include:

  • Accessible parking: Van-accessible spaces with adequate aisle width and proper signage per CBC 11B-502
  • Accessible routes: Paths of travel that comply with CBC 11B-402 for width, slope, and surface texture
  • Path of travel upgrades: When alterations are made, we ensure the path of travel to the altered area is accessible to the maximum extent feasible per CBC 11B-202.4
  • Clear floor space: Registration desk and common areas maintain clear floor space per CBC 11B-305

LA County Accessibility Requirements

Los Angeles County enforces accessibility standards through the LA County Department of Public Works and local building departments. Montebello, as an LA County municipal area, subjects our property to county-wide accessibility inspections and permitting requirements. We maintain active compliance with:

  • LA County Building and Safety Division inspections for accessible design
  • LA County Fire Department requirements for accessible egress routes and emergency communication
  • Montebello Municipal Code local accessibility provisions that supplement state and federal law

Property Accessibility Features

The following features are available at Best Star Inn to ensure an accessible experience for our guests:

  • Accessible Parking: Van-accessible parking spaces are available near the lobby entrance, with adequate access aisles and proper signage meeting ADA, CBC, and LA County requirements.
  • Accessible Routes: Wheelchair-accessible ramps provide access to the lobby, registration desk, and common areas. Routes meet width, slope, and surface requirements.
  • Accessible Guest Rooms: We offer specific accessible rooms with 32-inch wide doorways, clear floor space, and accessible bathroom configurations including grab bars and roll-in shower or accessible tub options.
  • Bathroom Safety: Accessible rooms include grab bars near toilets and showers, accessible lavatories, and handheld shower heads where applicable.
  • Visual Alarms: Visual alarm notifications for the hearing impaired are available upon request at the front desk.
  • Service Animals: Service animals are welcome in all areas of the property where guests are permitted, in accordance with ADA regulations and California Civil Code § 54.1.
  • Communication Aids: Front desk staff are trained to communicate with guests who have speech, hearing, or vision disabilities. Written materials and assistive listening devices are available upon request.

Service Animal Policy

In compliance with the ADA (28 C.F.R. § 36.302(c)) and California Civil Code § 54.1, Best Star Inn welcomes service animals accompanied by individuals with disabilities. Service animals are permitted in all guest areas, including rooms and common spaces.

  • No pet fees or deposits may be charged for service animals, regardless of our pet policy
  • We may ask if the animal is required because of a disability and what work or task it has been trained to perform — we may not ask about the nature or extent of the disability
  • Service animals must be harnessed, leashed, or tethered unless these devices interfere with the animal's work or the individual's disability prevents their use
  • We are not responsible for the care or supervision of service animals
  • If a service animal is out of control and the handler does not take effective action, we may request that the animal be removed from the premises

Reasonable Modifications Policy

Under the ADA (28 C.F.R. § 36.302) and California Civil Code § 54.1, we will make reasonable modifications in policies, practices, and procedures when necessary to afford equal access to individuals with disabilities. Guests requesting a reasonable modification should contact the front desk:

  • Requests are reviewed promptly on a case-by-case basis
  • We do not charge additional fees for reasonable modifications
  • If a requested modification would fundamentally alter our services or create an undue burden, we will work with the guest to identify an equally effective alternative

Digital Accessibility

This website is designed to conform to the Web Content Accessibility Guidelines (WCAG 2.1, Level AA) as published by the World Wide Web Consortium (W3C). We strive to ensure our online presence is accessible to individuals using screen readers, keyboard navigation, and other assistive technologies.
